Civic Centre

The Civic Centre was completed in 1962 and was designed by Jellicoe, Ballantyne & Coleridge, based on the earlier concept work of City Architect Hector Stirling. The building is central to the Abercrombie Plan for Plymouth, standing as the central manifestation of the city’s post-war renewal.

An iconic, mid-century building in the heart of Plymouth’s city centre, we are poised to bring the Civic Centre building back to life. We plan to regenerate this Grade II listed structure into a mixed-use destination worthy of its iconic status.

The scheme will see the 14-storey former council headquarters converted into apartments with 4,600m² of office, shops and leisure space on the lower levels.

The proposals will open up the ground floor, making it an active public space filled with outside seating for cafés, bars and restaurants, and reuse the existing landscaped pools while creating new connections through the scheme from the Theatre Royal and Civic Square.

We have a vision to reinvigorate this much-loved, but currently un-used building by making it a vibrant cultural location.
